Unknown Error with CCC Account

I keep having to go through the process of verifying my identity through DMV to finalize my CCC account. Every time I do it, I get "unknown error" from the CCC website and I have to start all over again. I've done this at least a dozen times now through Microsoft Edge and Chrome with no success. I waited until the next day and tried again and received the same error.
