Account Disabled

Hi, I'm trying to create an OpenCCC account, but the site is telling me that it recognizes my personal info and I already have an account. When I try to sign in with a different email, it says my account is disabled and I need to contact my administrator. How do I do this, and is it possible to re-enable my account?
