Proxy/Web Browser ERROR

I have been trying for weeks to apply back to WLAC and get classes. Every single time I click the "apply" link I am receiving the error message shown below in the screenshot. I have troubleshot all possible fixes and NOTHING is working. Anyone know who else we can contact about this??

  Please go ahead and click on "click here" and scroll down to where it states or says "need additional help" to submit a helpdesk ticket. Once you have done so, please let me know what the ticket/reference number is so that I can help you.
