Unable to apply
I’m trying to apply but every attempt to it tells me theres already an existing account with my information. When I try to recover that account it tells me theres no account with that information.

In this situation, in order to create your account, you'll need to create your account by opting out of your social security number on the second page by checking the box "no, I don't have a social or decline to provide one".
