Cannot create an account

Hi, I have an issue with creating an account. I have never created it before because this is my first time. I have studied in a college in the US, but when I create, it always shows that my record was created before. Can you help me with it? I need it to apply in the summer. Looking forward to seeing an email from helpdesk support.
