Can't register on CCC

Hello, I have tried to register an account many times but it has not been successful, it always gives me the following error:

Please help me solve this problem

  The same has happened to me .I am trying to register to Riverside City College and it is referring me to the CCC site to setup a account and it keeps mentioning a proxy and not letting me join.

  I tried to apply to west hills lemoore and coalinga but I keep getting this error message when I submit the application. I really need to get this class for the summer as soon as possible and these submission errors are really stressing me out. Is there any way we can fix this or do I have to schedule a meeting with someone?? Please help.
