    Yes. I fixed it use Firefox+anonym plugin, choose England web-sign seemly

    In fact, there is no proxy, I do not know why the server side would handle this. I understand that the server side made a lot of judgments that violated the http protocol according to the header file requested by the client's browser

    Look here if you are having this issue.

    You need to let the server believe you are an international student, so clicking the portal through domestic OR the portal directly will result in this issue. So, every time you need to access the portal, go to this link FIRST:

    https://www.smc.edu/admission-aid/apply/international-students/  

    Then, click APPLY, and the server will recognize you as an international, and grants your IP permission.
