Using a proxy?
I tried verifying my account, but received a message that a proxy (vpn or anonymizing plug-in) was detected.
I am not using any of these. How can I fix this?

Look here if you are having this issue.
You need to let the server believe you are an international student, so clicking the portal through domestic OR the portal directly will result in this issue. So, every time you need to access the portal, go to this link FIRST:
https://www.smc.edu/admission-aid/apply/international-students/
Then, click APPLY, and the server will recognize you as an international, and grants your IP permission.
