Proximity connection error message

I can't open the OpenCCCApply login page due to the fact the an error message saying I have a proximity connection. I have no idea what connection it's referring too. last time I logged in it worked fine, dose anyone know where I can check for a proximity connection of any kind?

  Hello, 

  Please try accessing the login on your phone using cellular data. If that doesn't work, I suggest that you use a different network like one from a friend or family member's house, the public library, Starbucks or at the college using one of their computers.
